August 6 and August 9 commemorate the 66th Peace Memorial Day of Hiroshima
and Nagasaki. We express heartfelt condolences for the victims who died in
radiation, heat ray, and hellish flames 66 years ago, and those who died of
radiation exposure afterwards. We also express our sincere solidarity with
the people who are still suffering and fighting radiation-caused illnesses.
This year, however, we have to give our serious thoughts to the grave
situation the people in Fukushima are exposed at the risk of radiation
poisoning due to the Fukushima Daiichi accident. Radioactive materials still
continue polluting our ocean, atmosphere, and ground, driving the people who
lived in the surrounding area of the nuclear plant away far from their
hometowns. A lot of people who live in the polluted area in Fukushima and
neighboring area are exposed to high radiation dosages every day without
sufficient measures taken for their protection.
We the Japanese people have promoted nuclear power generation and the
nuclear fuel cycle use as “peaceful” use knowing risks posed by radiation.
Even though it was clear to many of us that nuclear power generation was
expensive, had high risk and had potentially enormous negative environmental
impacts, huge funds have been invested in the repeated propaganda
re-assuming “Nuclear power is safe and clean.” They weren’t telling the
truth. Many troubles, accidents, and the plant-workers’ health issues
surfaced one after another, were deliberately understated and the policy to
promote nuclear power continued.
However, this accident in Fukushima has revealed that nuclear power has gone
totally out of our control. It was the government and the industry that
craved for nuclear power and we citizens allowed that policy. We owe the
future generation the grave responsibility.
We make our resolution on this Peace Memorial Day in 2011, to stand up and
face the grave threats of nuclear power and radiation as a country that has
experienced devastating radiation exposures and the worst nuclear plant
accident in the world’s history. We again appeal to our government that the
suffering of Fukushima is not in any way underestimated, and that all the
available measures are taken to protect people and the environment. We work
for a drastic reform of social structure and the way we use energy.
Moreover, we share the reality we’ve learned with international community
and work to prevent proliferation of the utilization of nuclear energy.
We citizens must change the policy NOW and the whole society. Our childrens’

8월 6일과 9일, 히로시마와 나가사키의 66번째 평화 기념일을 맞아 66년 전 방사능과 열선, 또 살을 녹이는 불 속에서 죽어간 핵폭력의 피해자들께 엄숙한 애도를 표한다. 또한 아직도 방사능의 노출과 그로 인해 생긴 병마와 싸우며 고통받는 이들에게도 진심의 연대를 표한다.
뿐만 아니라 후쿠시마 원전사고가 난 올해, 방사능 노출의 위험에 처한 지역 주민들의 고통도 사려받아 마땅하다. 방사능 물질은 여전히 대기와 공기, 또 토지를 오염시키고 있으며 원전 주위에 살던 이들은 고향에서 도망치고 있다. 한편, 아직도 많은 사람들이 높은 방사능에 노출된 후쿠시마와 그 주변 지역에서 안전보호 대책도 없이 살아가고 있다.
핵발전이 비싸고 환경에 악영향을 미친다는 것이 분명했음에도 불구하고 원자력은 안전하고 깨끗하다는 그릇된 주장을 반복하며 많은 돈이 투자되었다. 여러가지 문제와 발전소에 근무하는 사람들의 건강 유실이 계속되었음에도 불구하고 이를 관과하고 원자력 발전을 추진하는 정책이 계속 추진되었다. 그 결과로 이번 후쿠시마 원전사고는 원자력이 통제불능 상태라는 것을 보여줬다.
2011년 평화기념일인 오늘, 파괴적인 방사능 노출과 원전사고의 끔찍한 폐해를 겪은 국가로서 원자력과 방사능이 가져온 위험을 직면할 것을 결심한다. 다시한번 우리는 정부에게 후쿠시마 사고의 폐해를 간과하지 않고 환경과 국민의 건강을 지킬 것을 촉구한다. 우리는 이 사회구조를 바꾸고 에너지 소비형태를 개혁하기 위해 노력할 것이다. 나아가 국제 사회에 우리가 경험을 통해 배운 것을 알리고 원자력 발전을 저지시키기 위해 정력을 쏟을 것이다.
우리는 시민으로서 이 사회와 이 나라를 재앙의 땅으로 변하게 한 정책을 바꿔야 한다. 우리 아이들의 미래는 오늘 우리가 하는 결정에 달려있다. 다같이 목소리 높여 우리의 미래를 가꾸어나가자.
