4. The year in which consultative status was granted: 1998
5. Introductory Paragraph
Between 1998 and 2002, KFEM grew enormously in terms of individual
membership, with a jump from 37,000 in 1998 up to 87,000 in 2002. KFEM is a national
organization, mainly working within the confines of South Korea. Accordingly, the vast
majority of members live in South Korea. Also, the number of local and provincial
chapters has increased, growing from 30 to 52, and KFEM has increased its auxiliary
organizations from 2 to 7. The Citizens’ Information Center for the Environment (CICE)
and the Citizens’ Institute for Environmental Studies (CIES) were the auxiliary
organizations in 1998. Since last report, the following institutions have been
established; the Energy Alternative Center, the Environmental Education Center, Doyosae
(Publishing House), The way to live together (Monthly Magazine), Public Center for
Environmental Law (PCEL). In addition, KFEM joined the Climate Action Network (CAN) in
2001, Friends of the Earth International (FOEI) in June, 2002. KFEM is also known as FOE-
Korea as well.
There have no significant changes in sources of funding throughout the past
several years. In 2001, KFEM received a grant of US $5000 from UNDP and GEF for research
conducted. KFEM also received a grant from the Goldman Environmental Foundation for
research conducted.
6. Aims and purposes
· To protect the environmental rights denoted by the constitution
· To change an environmentally hazardous industrial system to a safe system,
· To reduce pollution and to advocate development of sustainable technology,
· To publicize information regarding environmental issues,
· To provide environmental education to all citizens,
· To restore and preserve the quality of the air and water,
· To contribute to the development of regional autonomy, in order to ensure that
government policies reflect the concerns of local citizens and ,
· To ensure the widespread participation and organization of citizens in the
environmental movement.

· KFEM representatives attended the “People and Wetlands: The Vital Link” 7th Meeting
of the Conference of the Contracting Parties to the Convention on Wetlands (Ramsar, Iran,
1971), San Jose, Costa Rica, 10-18 May. KFEM representatives attended the 5th Conference
of the Parties to the United Nations Framework Convention on Climate Change(UNFCCC) in
Bonn, Germany, 25 October – 5 November, 2002.

Nations System in Supporting the Efforts of African Countries to Achieve Sustainable
Development” on April 28, 2000, in collaboration with OISCA International and other
Asian NGOs.

(i) Action in implementation of United Nations resolutions (i.e. action at international,
regional or national level)
World Summit on Sustainable Development (WSSD)
· KFEM has been working to mobilize Korean NGOs and major groups to get involved in the
process of WSSD, helping such groups to understand the importance of WSSD. As a result,
Korean NGO’s established “Korean People’s Network on RIO+10” which consists of 44
peoples’ and citizens’ organizations on March 6, 2002. KFEM was instrumental in
forwarding the messages of the United Nations to Korean civic groups.
· KFEM organized the workshop entitled “Evaluation of Korean society’s sustainability
and future directions” August 28, 2002, during the World Summit on Sustainable
Development (WSSD).
Air Pollution
· KFEM implemented the project ‘Citizens’ Monitoring Air pollution’ in Manila,
Philippines in January 2002. Manila is notorious for air pollution throughout the world.
KFEM has carried out programs for many years that teach citizens to monitor air pollution
in their cities. KFEM successfully shared its skills and experience with the citizens of
the Philippines.
To Combat Desertification
· KFEM made a field visit to the Jilin Province, China, in order to research the
situation
of desertification. KFEM will work to combat desertification with local people in Daan
city, Jilin Province, China through 2003.
Internationally Important Wetlands (Ramsar Convention)
· KFEM organized the workshop “International Symposium for saving Saemangeum Wetlands
“( an endangered wetland in South Korea) during the 8th Meeting of the Conference of the
Contracting Parties to the Convention on Wetlands (Ramsar, Iran, 1971), Valencia, Spain,
18-26 November, 2002
· KFEM published the Ramsar report in 1999 which lists important wetlands sites, as well
as migratory birds, and their habitats in Korea, for the 7th Meeting of the Conference of
the Contracting Parties to the Convention on Wetlands, in San Jose, Costa Rica,10-18 May,
1999.
Climate Change
· KFEM organized the International symposium on “The Roles and Strategies of Developing
Countries in preventing Climate Change”, in Seoul, Korea, September 22-23, 1998.
· KFEM published the book entitled “Wisdom to Counter Global Warming” in order to
raise public awareness on global warming in 2001.
· KFEM published the book “Pathways to Sustainable Energy” in January, 2001.
· KFEM published the text book for the middle school students entiled “Our life and
Energy”, to be used at the environmental model schools in 2002, in order to give
knowledge and understanding of the relationship between life and energy.
· KFEM published a 76 page book, educational materials, posters, and a homepage, all
entitled “From Climate Change to Energy Change”, in order to raise public awareness on
the sustainable and renewable energy in September, 2002.
(ii) Consultations and cooperation with officials of the United Nations Secretariat
· KFEM and other citizens’ organizations had a consultation with Dr. Claus Toepfer in
August 2001 to discuss about NGO’s role to raise environmental concerns at the
national and international level.
· KFEM delegations had a consultation with Dr. Delma Blasco, Secretary General of
the Ramsar Convention, on wise wetlands use, in Switzerland, on June 17, 2002.
· KFEM had a consultation with the Secretary General of the Convention on Migratory
Species (CMS) regarding the importance of protecting migratory species, and the
current tendencies of Korean wildlife protection in July 2001.
· KFEM had a consultation with an official of the United Nations Convention to
Combat Desertification (CCD), in order to discuss the role of NGO’s cooperation
to combat desertification in Bangkok, Thailand, in December 2002.
(iii) Preparation of papers and/or other material at the request of the Economic and
Social Council and its subsidiary bodies, or of the United Nations Secretariat
(iv) Other examples of consultative and substantive activities, including financial
assistance received from or given to the United Nations, field level collaborations,
joint sponsorship of meetings, seminars, studies and etc.
· KFEM implemented the Small Grants Program (SGP) “Crane Monitoring by Locals at
the Tumen River” to protect trans-boundary biodiversity conservation and
international water resources at the Tumen River in the auspicious of UNDP/GEF in
2001. The program was implemented with Korean ethnic group at the border
area between China and North Korea. An inspection team of UNDP/GEF evaluated the
project as being an excellent program.
