지구의 벗 아시아·태평양(Friends of the Earth Asia Pacific)과 지구의 벗 한국 환경운동연합은 2025년 11월 26일, 대한민국 대통령실과 외교부에 팔레스타인 국가의 즉각적, 무조건적인 인정을 촉구하는 공식 공개서한을 제출했다. 이번 공개서한에는 팔레스타인 환경 NGO 네트워크(PENGON–Friends of the Earth Palestine)를 포함해 지구의 벗 아시아·태평양 소속 12개 회원단체가 연명했다. 지구의 벗은 73개국에서 활동하는 세계 최대의 풀뿌리 환경 연대체다.
공개서한은 2년 넘게 이어진 이스라엘의 가자 폭격과 봉쇄를 “수만 명을 살해하고 190만 명(가자 인구의 90%)을 강제 이주시킨 집단학살”이자 “토양·대기·수자원을 오염시키고 장기적 생태 파괴를 초래한 환경 재앙”으로 규정했다. 또한 최근 미국의 20개 조항 ‘평화안’을 유엔 안전보장이사회가 승인한 것에 대해, 그 내용이 팔레스타인의 자결권을 무력화하고 미국을 새로운 점령세력으로 만드는 위험한 조치라며 강하게 비판했다. 또한 한국 정부가 이미 유엔 총회에서 팔레스타인 회원국 지위를 지지한 바 있으며, 국제사회 160여 개 국가가 팔레스타인을 국가로 인정한 상황에서 “한국 역시 역사적 올바른 편에 서야 한다”고 촉구했다.
공개서한에서 지구의 벗은 대한민국 정부에 다음 세 가지 조치를 요구했다.
특히 한국석유공사(KNOC)가 자회사 다나 페트롤리엄(Dana Petroleum)을 통해 관여한 해상 가스 사업은 “이스라엘의 불법 점령과 식민적 자원 착취에 한국이 공모하는 결과”라고 지적하며, 즉각적인 사업철수를 요구했다. 환경운동연합은 오늘(26일) 울산에 위치한 한국석유공사 본사 앞에서 열리는 '11.26 한국석유공사&다나 페트롤리엄 규탄 국제행동의 날'에 참여하며, 한국석유공사와의 면담을 요청할 예정이다.

환경운동연합(Friends of the Earth Korea)은 73개국에서 활동하는 세계 최대의 풀뿌리 환경 연합체인 국제 환경단체 지구의 벗( Friends of the Earth International)의 지역 네트워크인 아시아·태평양 지구의 벗(Friends of the Earth Asia Pacific)을 대표하여 대한민국 정부에 이 서한을 보냅니다. 지구의 벗은 우리 시대의 가장 중대한 환경·사회적 위기에 맞서기 위해 활동하고 있습니다. 아시아·태평양 지구의 벗은 팔레스타인 환경 NGO 네트워크(PENGON – Friends of the Earth Palestine)를 포함해 총 12개의 회원단체로 구성되어 있습니다.
우리는 팔레스타인 국가의 완전하고 무조건적인 인정과 전면적 주권 보장을 전적으로 지지하며 이를 강력히 촉구합니다.
이스라엘 점령군이 팔레스타인에 대한 무자비한 집단학살 공세를 개시한 지 벌써 2년을 넘겼습니다. 이 기간 동안 이스라엘은 가자 지구에 20만 톤이 넘는 폭탄을 투하했습니다. 이 무차별적 폭격은 수만 명의 생명을 앗아갔고, 가자 주민의 90%에 해당하는 190만 명의 팔레스타인인을 강제로 이주시켰습니다. 계속되는 폭격과 봉쇄는 최근 역사에서 가장 심각한 환경 재앙 중 하나를 초래했으며, 가자의 토양·대기·수자원을 광범위하게 오염시켰습니다. 이와 동반된 생태학살(ecocide)은 폭력이 멈춘 이후에도 오랫동안 그 땅을 사람이 살 수 없는 곳으로 만들 것입니다.
2025년 9월 29일, 미국의 도널드 트럼프 대통령과 이스라엘의 베냐민 네타냐후 총리는 가자 전쟁의 종식을 명목으로 한 20개 조항의 새로운 “평화 제안”을 발표했습니다. 그러나 초기 논의단계부터, 그리고 전후 재건·행정에 관한 논의에서도 팔레스타인 사람들은 철저히 배제되었습니다. 팔레스타인 당사자가 없는 어떠한 “평화 계획”도 또 다른 형태의 식민 지배에 불과합니다. 이른바 휴전 이후에도 가자의 여러 지역에서는 살상과 폭격이 계속되고 있습니다. 10월 28일 이스라엘은 ‘휴전’ 이후 가장 강도 높은 공습 중 하나를 재개하여 최소 20명을 살해했습니다. 많은 이들이 희망했던 것과는 달리, 가자의 팔레스타인인들에 대한 집단학살은 끝나지 않았습니다. 폭격을 피한 이들조차 약품이나 의료지원이이 극도로 제한된 상황에서 질병과 부상, 치료받지 못한 장애로 계속 목숨을 잃고 있습니다.
최근 대한민국이 현재 이사국으로 참여하고 있는 유엔 안전보장이사회가 미국이 작성한 결의안을 통과시켰습니다. 이 결의안은 트럼프의 20개 조항 계획을 승인하며, 사실상 가자 지구에 대한 국제적 후견통치 체제를 부과하는 내용입니다. 이는 팔레스타인인들의 자결권을 심각하게 침해하고, 미국이 점령세력으로 자리잡을 수 있는 길을 열어줍니다. 우리는 이스라엘의 가자 점령 종식을 요구하면서 동시에 또 다른 국가가 동일한 역할을 대신하도록 묵인할 수 없습니다. 이는 전적으로 용납될 수 없으며, 팔레스타인인들의 권리와 존엄, 그리고 인간성을 또다시 짓밟는 결정입니다.
진정한 평화는 팔레스타인의 해방과 완전한 주권을 가진 국가로서의 인정과 함께해야만 합니다. 따라서 팔레스타인 국가 인정과 팔레스타인의 자결권은 점령세력의 의지에 종속되어서는 안 되며, 이는 무조건적이어야 합니다.

We are writing to you on behalf of Friends of the Earth Asia Pacific, a regional network within Friends of the Earth International, the world’s largest grassroots environmental federation active in 73 countries, of which Friends of the Earth Korea (the Korean Federation for Environmental Movements, KFEM) is also part of. We work to address the most urgent environmental and social challenges of our time. Friends of the Earth Asia Pacific consists of 12 member organisations, including the Palestinian Environmental NGOs Network (PENGON – Friends of the Earth Palestine).
We fully support and advocate for the complete and unconditional recognition of the State of Palestine with full sovereign rights.
It has now been over two years since the Israeli Occupation launched a ruthless genocidal campaign against the Palestinians. During this time, Israel has dropped more than 200,000 tons of bombs on Gaza. This indiscriminate bombardment has killed tens of thousands of people and forcibly displaced 1.9 million Palestinians—90% of Gaza’s population. The ongoing bombardment and blockade have also created one of the worst environmental catastrophes in recent history, contaminating Gaza’s soil, air, and water. The accompanying ecocide will render the land unliveable for years to come, long after the killings stop.
On September 29, United States President Donald Trump and Israeli Prime Minister Benjamin Netanyahu announced a new 20-point “peace proposal” to end the war in Gaza. Yet from the outset, and even in discussions of post-war reconstruction and governance, Palestinians were entirely excluded from the conversation. Any so-called “peace plan” without Palestinian participation can only serve as a new form of colonial domination. Even after the so-called ceasefire, killings and bombings continue across different parts of Gaza. On the 28th of October, Israel launched one of their more intense attacks on the Strip yet since the ‘ceasefire’ went into effect, killing at least 20. Despite what many of us have hoped for, the genocide did not end for Gaza’s Palestinians. If not from the bombs, many others have continued to still die from sickness, injuries, and untreated disabilities, with no access to medicine or proper healthcare.
More recently, the UN Security Council—which South Korea currently holds a seat on—has passed a US-drafted resolution that endorses Trump's 20-point plan, which essentially imposes an international guardianship mechanism on the Gaza Strip. It also undermines Palestinians’ right to self-determination and would authorise the US to establish itself as an occupying power. We cannot call for the end of the Israeli occupation of Gaza, only to stand quietly by while another state takes over that same role. This is totally unacceptable and represents yet another blow to Palestinian rights, dignity and humanity.
True peace will need to come with the liberation and recognition of a free Palestine, with full sovereign rights. With that being said, the recognition of Palestinian statehood and the Palestinian people’s right to self-determination must not be contingent upon the will of the occupying power. It must be unconditional.
The Republic of Korea has already voted in favour of Palestine’s membership resolutions at the United Nations General Assembly, and more than 160 UN member states have formally recognised the State of Palestine. We urge the Korean government to stand on the right side of history to uphold the principles of international law and to ensure the Palestinian peoples’ immutable rights to self-determination, sovereignty and life. As a country who has also struggled with and continues to live with the scars of its colonial past, we call on the Korean government to do all that is necessary to prevent history from repeating onto others.
We understand that diplomatic recognition alone will not immediately change the dire realities faced by Palestinians living under oppression, occupation, and genocide. However, the symbolic and political significance of such recognition—especially as it comes from a state that now holds a seat on the UN Security Council—is profoundly meaningful. We therefore urge your government to make an immediate and unconditional commitment in recognising the State of Palestine with full sovereign rights.
We also emphasise that recognising Palestine does not absolve the Korean government of its past complicity. Korea’s continued export of arms that may support Israel’s military operations entails an ongoing risk of active participation in war crimes and genocide. Moreover, the state-owned Korea National Oil Corporation (KNOC), through its UK subsidiary Dana Petroleum, is involved in offshore gas projects off the coast of Gaza—making Korea complicit in Israel’s illegal occupation and colonial exploitation.
In this regard, we firmly demand that the Government of the Republic of Korea take the following actions:
- Immediate and unconditional recognition of the State of Palestine with full sovereign rights
- Comprehensive arms embargo against Israel
- Immediate withdrawal from all contracts and operations enabling illegal gas extraction and resource plunder

Yet from the outset, and even in discussions of post-war reconstruction and governance, Palestinians were entirely excluded from the conversation. Any so-called “peace plan” without Palestinian participation can only serve as a new form of colonial domination. Even after the so-called ceasefire, killings and bombings continue across different parts of Gaza. On the 28th of October, Israel launched one of their more intense attacks on the Strip yet since the ‘ceasefire’ went into effect, killing at least 20. Despite what many of us have hoped for, the genocide did not end for Gaza’s Palestinians. If not from the bombs, many others have continued to still die from sickness, injuries, and untreated disabilities, with no access to medicine or proper healthcare.
More recently, the UN Security Council—which South Korea currently holds a seat on—has passed a US-drafted resolution that endorses Trump's 20-point plan, which essentially imposes an international guardianship mechanism on the Gaza Strip. It also undermines Palestinians’ right to self-determination and would authorise the US to establish itself as an occupying power. We cannot call for the end of the Israeli occupation of Gaza, only to stand quietly by while another state takes over that same role. This is totally unacceptable and represents yet another blow to Palestinian rights, dignity and humanity.
True peace will need to come with the liberation and recognition of a free Palestine, with full sovereign rights. With that being said, the recognition of Palestinian statehood and the Palestinian people’s right to self-determination must not be contingent upon the will of the occupying power. It must be unconditional.
The Republic of Korea has already voted in favour of Palestine’s membership resolutions at the United Nations General Assembly, and more than 160 UN member states have formally recognised the State of Palestine. We urge the Korean government to stand on the right side of history to uphold the principles of international law and to ensure the Palestinian peoples’ immutable rights to self-determination, sovereignty and life. As a country who has also struggled with and continues to live with the scars of its colonial past, we call on the Korean government to do all that is necessary to prevent history from repeating onto others.
We understand that diplomatic recognition alone will not immediately change the dire realities faced by Palestinians living under oppression, occupation, and genocide. However, the symbolic and political significance of such recognition—especially as it comes from a state that now holds a seat on the UN Security Council—is profoundly meaningful. We therefore urge your government to make an immediate and unconditional commitment in recognising the State of Palestine with full sovereign rights.
We also emphasise that recognising Palestine does not absolve the Korean government of its past complicity. Korea’s continued export of arms that may support Israel’s military operations entails an ongoing risk of active participation in war crimes and genocide. Moreover, the state-owned Korea National Oil Corporation (KNOC), through its UK subsidiary Dana Petroleum, is involved in offshore gas projects off the coast of Gaza—making Korea complicit in Israel’s illegal occupation and colonial exploitation.
In this regard, we firmly demand that the Government of the Republic of Korea take the following actions:
