폐기물로 인한 오염도 매우 심각하다. 작년 10월 기준 가자지구 내 63곳의 비규제 매립지가 형성되어, 총 120만 톤의 고형 폐기물이 보관되어 있음을 확인했다. 해당 매립지들은 이스라엘에 의해 강제 이주된 주민들(IDPs)의 수용소 근처에 위치해 있다. 뿐만 아니라, 이스라엘에 의한 유해 폐기물 밀수 사례도 잇따라 적발되고 있다. 이는 유해 폐기물의 국가 간 이동 및 처리 통제를 규정한 바젤협약(Basel Convention)을 위반하는 행위이며, 봉쇄로 인한 폐기물 처리 시스템이 붕괴된 상황에서 공중보건에 심각한 피해를 초래하고 있다. 이스라엘이 팔레스타인에 핵폐기물을 매립하고 있음을 팔레스타인의 건강부 장관이 직접 폭로했던 것을 고려했을 때, 방사능 피해에 대한 우려도 존재한다.
가자지구의 수질오염 역시 심각하다. 전력차단 후 하수 펌프장이 가동되지 않고, 폐수 처리 시설은 이스라엘군의 직접적인 표적이 되어 모두 마비되었다. 처리되지 않은 하수와 고형 폐기물로 인한 수질오염이 주민들에게 직접적인 영향을 끼친 것은 여러 자료로 확인되고 있다. 고형폐기물 매립지 인근에서는 대장균에 의한 심각한 오염이 확인되었고, 간염, 황열별, 말라리아, 콜레라 등 수인성 질병이 확산되고 있다. 가자지구의 수자원 중 97%는 이미 사람이 섭취하기에 부적절하다. 팔레스타인 점령지(Occupied Palestine Territory)의 모든 상수도 시스템을 통제하고 있는 이스라엘 국영 수도 회사 메코롯(Mekorot)을 통한 차별적인 물분배 정책은 지속되고 있으며, 민간 우물에 대한 공격도 계속되고 있다. 이러한 공격은 국제인도법 위반이자, 전쟁범죄다.
전쟁을 지속하는 이스라엘은 기후위기를 심화시키는 주범이다. 2023년 10월 7일부터 2025년 1월 임시휴전까지 가자지구 군사작전과 그로인한 지원 과정 등에서 발생한 온실가스 배출량은 가자지구에서만 189만톤, 총 배출량은 3,100만톤에 달한다. 이는 한국 연간 온실가스 배출량의 450배를 초과한다. 이스라엘의 폭격은 팔레스타인 뿐 아니라, 기후도 붕괴시키고 있다. 그러나 이로 인한 피해는 다시 팔레스타인의 고통이 되고있다. 팔레스타인은 기후위기에 가장 취약한 국가 중 하나로, 이미 산업화 이전 보다 1.5°C 이상 높아졌다. 특히 가자지구는 기온상승 뿐 아니라 강수량 감소, 해수면 상승 등 기후위기로 인한 피해에 직면하고 있다. 인구밀도가 높은 가자지구가 완전히 봉쇄된 상황에서 주민들은 기후재난에 무방비로 노출되어 있다. 데이터 수집이나 연구가 불가능하기에, 팔레스타인의 기후대응역량은 당연히 약화되고 있다.
팔레스타인은 전쟁의 최전선 뿐 아니라 기후위기의 최전선에 서 있다. 이스라엘에 의한 생태학살은 팔레스타인 주민들에게 장기적이고 치명적인 위협이 되고 있다. 그러나 이스라엘은 되려 환경보호를 명분으로 ‘녹색구역’을 설정해 토지몰수를 정당화하고, 강제 이주된 팔레스타인 주민들의 귀환을 막고 있다. 기후위기대응을 내세운 유대민족기금(JNF)은 팔레스타인 주민의 거주지를 파괴하는데 기여한다. 그러나 이따위 그린워싱으로는 결코 인종차별과 생태학살을 지울 수 없다.
이스라엘의 집단학살에 한국 역시 가담하고 있다. 작년 한국은 이스라엘에 약 84억원의 무기를 수출했다. 2024년 7월, 국제사법재판소(ICJ)는 이스라엘의 서안지구·동예루살렘·가자지구 점령이 국제법 위반이며, 모든 국가는 점령과의 협력을 중단할 의무가 있다고 판결했다. 그럼에도 한국 정부는 여전히 이스라엘과의 무기 수·출입을 지속하고 있다. 이는 유엔 무기거래조약(ATT) 가입국으로서의 책무를 저버리는 행위이며, 집단학살에 대한 실질적 공모와 다름없다. 그 뿐 아니라, 국영기업인 한국석유공사는 이스라엘의 식민지배와 착취에 협력하고 있다. 한국석유공사의 자회사인 다나 페트롤리엄(Dana Petroleum)은 팔레스타인의 배타적 경제수역 내 가스전 개발에 참여하고 있다. 이는 기후위기에 역행할 뿐 아니라, 자원에 대한 팔레스타인의 자결권을 침해하는 행위이다.
한국 지구의 벗 환경운동연합은 팔레스타인 해방 없이 기후정의도 없음을 분명히 하며, 이스라엘 정부와 한국 정부에 각각 다음과 같이 요구한다 :

No Climate Justice Without Palestinian Liberation: Israel Must Lift the Blockade on Gaza
On June 9, 2025, the sailboat Madleen, belonging to the Freedom Flotilla Coalition(FFC), was seized by Israeli forces while carrying one ton of humanitarian aid bound for Gaza, Palestine. Twelve unarmed international human rights activists were onboard, including climate justice advocate Greta Thunberg. Thunberg reported that they “were kidnapped in international waters” by the Israeli military. Four of the activists, including Thunberg, were later deported, while the remaining eight chose to stay in Israeli detention in defiance of a 100-year entry ban.
Since Israel declared a plan to “entirely destroy Gaza” and announced its reoccupation plan on March 2, it has carried out genocide, including power cuts, halts to food and medical supply imports, and attacks on aid distribution centers. As 2.2 million people in Gaza face starvation, the Israeli military attacked another aid distribution site on the 10th, killing 20 and injuring 125 civilians.
We are witnesses to the deaths of over 40,000 Palestinians, the forced displacement of millions, and ecocide. Israel’s apartheid regime is expressed not only through restrictions on residence and movement but also through inequitable resource distribution, waste dumping, and soil and water pollution. For example, Israelis consume six times more water and eight times more electricity than Palestinians. This extreme inequality is the result of occupation and control over resources. We condemn Israel’s domination of Palestinian land, water, energy, and even sunlight.
Israel has long used energy as a tool of occupation. To maintain Palestinian dependency, electricity generation and transmission systems have been controlled under the pretext of diplomacy. In Gaza, most electricity is supplied by a power plant dependent on imported Israeli diesel, making it highly vulnerable to fuel supply disruptions. The Gaza Marine gas field had enough reserves to support Palestinian energy independence, but Israel claimed ownership over the maritime area and confiscated its resources. Since the war began, Israeli forces have destroyed at least 60% of Gaza’s electrical grid and targeted solar panels that Palestinians had expanded to achieve energy self-sufficiency.
Targeted attacks by Israel have also extended to farmland. Weapons used during the war generated 39 million tons of debris, scattering an average of 107 kg per square meter across Gaza. This debris has polluted the soil, and the blockade has prevented the import of organic fertilizers and agricultural supplies, making it nearly impossible to maintain agriculture. In a situation where access to green areas is limited, even livestock have been targeted, resulting in the complete destruction of the livestock industry. This represents a grave violation of Palestinian food sovereignty.
Pollution caused by solid waste is also severe. As of October last year, 63 unregulated landfills had been formed in Gaza, containing a total of 1.2 million tons of solid waste. These landfills are located near camps housing internally displaced persons. Additionally, multiple cases of Israeli smuggling of hazardous waste have been reported. This violates the Basel Convention, which regulates the transboundary movement and disposal of hazardous waste. With the collapse of Gaza’s waste management system under the blockade, public health is under severe threat. Concerns about radiation damage persist, given that the Palestinian Minister of Health has publicly revealed Israel's burial of nuclear waste in Palestinian territory.
Water pollution in Gaza is also critical. Sewage pumping stations stopped working after the power was cut, and all wastewater treatment facilities were rendered inoperable due to direct targeting by the Israeli military. Numerous reports confirm that untreated sewage and solid waste have contaminated water sources, directly affecting residents. Severe E. coli contamination has been detected near landfills, and waterborne diseases such as hepatitis, yellow fever, malaria, and cholera are spreading. Ninety-seven percent of water in Gaza is already unsafe for human consumption. Mekorot, Israel’s national water company, which controls all water systems in the Occupied Palestinian Territory, continues its discriminatory water distribution policy, and attacks on civilian wells persist. These attacks constitute violations of international humanitarian law and war crimes.
Israel, by continuing its war, is a major contributor to the worsening climate crisis. From October 7, 2023, to the temporary ceasefire in January 2025, the military operations and related logistics in Gaza emitted 1.89 million tons of greenhouse gases in Gaza alone, with a total of 31 million tons—exceeding the annual emissions of over 100 countries. Israeli bombings are not only destroying Palestine but also accelerating climate collapse. Yet, the resulting harm returns once again to the Palestinians. Palestine is one of the countries most vulnerable to the climate crisis, with a temperature rise of more than 1.5°C compared to the pre-industrial era. Gaza in particular is facing the effects of climate change, including rising temperatures, decreasing rainfall, and sea level rise. In the densely populated and completely besieged Gaza Strip, residents are fully exposed to climate disasters without protection. With no ability to collect data or conduct research, Palestine’s capacity to respond to climate change is inevitably weakened.
Palestine stands not only at the frontlines of war but also at the frontlines of the climate crisis. Israel’s ecocide poses a long-term and deadly threat to the Palestinian people. Yet Israel uses environmental protection as a pretext to designate “green zones,” justifying land seizures and preventing the return of forcibly displaced Palestinians. The Jewish National Fund (JNF), operating under the banner of climate action, contributes to the destruction of Palestinian homes. Such greenwashing can never erase racism and ecocide.
South Korea is also complicit in Israel’s genocide. Last year, South Korea exported approximately 8.4 billion KRW worth of weapons to Israel. In July 2024, the International Court of Justice (ICJ) ruled that Israel’s occupation of the West Bank, East Jerusalem, and Gaza violates international law and that all states are obligated to cease cooperation with the occupation. Nevertheless, the South Korean government continues to engage in arms trade with Israel. This violates its responsibilities as a party to the UN Arms Trade Treaty (ATT) and constitutes practical complicity in genocide. Moreover, the state-owned Korea National Oil Corporation (KNOC) is cooperating with Israel’s colonial rule and exploitation. KNOC’s subsidiary, Dana Petroleum, is involved in developing gas fields located in Palestine’s Exclusive Economic Zone. This act not only contradicts climate action but also infringes on Palestine’s right to self-determination over natural resources.
Friends of the Earth KFEM(Korean Federation for Environmental Movements) declares that there can be no climate justice without Palestinian liberation, and we make the following demands of the Israeli and South Korean governments :
- We condemn Israel’s inhumane crime of using starvation as a weapon and demand the immediate lifting of the blockade obstructing the delivery of humanitarian aid to Gaza.
- We call for the unconditional repatriation of all passengers aboard the Madleen and the immediate delivery of emergency relief supplies to Gaza.
- We support the freedom of the more than 10,400 Palestinians imprisoned in Israeli jails and the complete liberation of Palestine.
- We demand that the South Korean government immediately cease all complicity in Israel’s genocide.

No Climate Justice Without Palestinian Liberation: Israel Must Lift the Blockade on Gaza
On June 9, 2025, the sailboat Madleen, belonging to the Freedom Flotilla Coalition(FFC), was seized by Israeli forces while carrying one ton of humanitarian aid bound for Gaza, Palestine. Twelve unarmed international human rights activists were onboard, including climate justice advocate Greta Thunberg. Thunberg reported that they “were kidnapped in international waters” by the Israeli military. Four of the activists, including Thunberg, were later deported, while the remaining eight chose to stay in Israeli detention in defiance of a 100-year entry ban.
Since Israel declared a plan to “entirely destroy Gaza” and announced its reoccupation plan on March 2, it has carried out genocide, including power cuts, halts to food and medical supply imports, and attacks on aid distribution centers. As 2.2 million people in Gaza face starvation, the Israeli military attacked another aid distribution site on the 10th, killing 20 and injuring 125 civilians.
We are witnesses to the deaths of over 40,000 Palestinians, the forced displacement of millions, and ecocide. Israel’s apartheid regime is expressed not only through restrictions on residence and movement but also through inequitable resource distribution, waste dumping, and soil and water pollution. For example, Israelis consume six times more water and eight times more electricity than Palestinians. This extreme inequality is the result of occupation and control over resources. We condemn Israel’s domination of Palestinian land, water, energy, and even sunlight.
Israel has long used energy as a tool of occupation. To maintain Palestinian dependency, electricity generation and transmission systems have been controlled under the pretext of diplomacy. In Gaza, most electricity is supplied by a power plant dependent on imported Israeli diesel, making it highly vulnerable to fuel supply disruptions. The Gaza Marine gas field had enough reserves to support Palestinian energy independence, but Israel claimed ownership over the maritime area and confiscated its resources. Since the war began, Israeli forces have destroyed at least 60% of Gaza’s electrical grid and targeted solar panels that Palestinians had expanded to achieve energy self-sufficiency.
Targeted attacks by Israel have also extended to farmland. Weapons used during the war generated 39 million tons of debris, scattering an average of 107 kg per square meter across Gaza. This debris has polluted the soil, and the blockade has prevented the import of organic fertilizers and agricultural supplies, making it nearly impossible to maintain agriculture. In a situation where access to green areas is limited, even livestock have been targeted, resulting in the complete destruction of the livestock industry. This represents a grave violation of Palestinian food sovereignty.
Pollution caused by solid waste is also severe. As of October last year, 63 unregulated landfills had been formed in Gaza, containing a total of 1.2 million tons of solid waste. These landfills are located near camps housing internally displaced persons. Additionally, multiple cases of Israeli smuggling of hazardous waste have been reported. This violates the Basel Convention, which regulates the transboundary movement and disposal of hazardous waste. With the collapse of Gaza’s waste management system under the blockade, public health is under severe threat. Concerns about radiation damage persist, given that the Palestinian Minister of Health has publicly revealed Israel's burial of nuclear waste in Palestinian territory.
Water pollution in Gaza is also critical. Sewage pumping stations stopped working after the power was cut, and all wastewater treatment facilities were rendered inoperable due to direct targeting by the Israeli military. Numerous reports confirm that untreated sewage and solid waste have contaminated water sources, directly affecting residents. Severe E. coli contamination has been detected near landfills, and waterborne diseases such as hepatitis, yellow fever, malaria, and cholera are spreading. Ninety-seven percent of water in Gaza is already unsafe for human consumption. Mekorot, Israel’s national water company, which controls all water systems in the Occupied Palestinian Territory, continues its discriminatory water distribution policy, and attacks on civilian wells persist. These attacks constitute violations of international humanitarian law and war crimes.
Israel, by continuing its war, is a major contributor to the worsening climate crisis. From October 7, 2023, to the temporary ceasefire in January 2025, the military operations and related logistics in Gaza emitted 1.89 million tons of greenhouse gases in Gaza alone, with a total of 31 million tons—exceeding the annual emissions of over 100 countries. Israeli bombings are not only destroying Palestine but also accelerating climate collapse. Yet, the resulting harm returns once again to the Palestinians. Palestine is one of the countries most vulnerable to the climate crisis, with a temperature rise of more than 1.5°C compared to the pre-industrial era. Gaza in particular is facing the effects of climate change, including rising temperatures, decreasing rainfall, and sea level rise. In the densely populated and completely besieged Gaza Strip, residents are fully exposed to climate disasters without protection. With no ability to collect data or conduct research, Palestine’s capacity to respond to climate change is inevitably weakened.
Palestine stands not only at the frontlines of war but also at the frontlines of the climate crisis. Israel’s ecocide poses a long-term and deadly threat to the Palestinian people. Yet Israel uses environmental protection as a pretext to designate “green zones,” justifying land seizures and preventing the return of forcibly displaced Palestinians. The Jewish National Fund (JNF), operating under the banner of climate action, contributes to the destruction of Palestinian homes. Such greenwashing can never erase racism and ecocide.
South Korea is also complicit in Israel’s genocide. Last year, South Korea exported approximately 8.4 billion KRW worth of weapons to Israel. In July 2024, the International Court of Justice (ICJ) ruled that Israel’s occupation of the West Bank, East Jerusalem, and Gaza violates international law and that all states are obligated to cease cooperation with the occupation. Nevertheless, the South Korean government continues to engage in arms trade with Israel. This violates its responsibilities as a party to the UN Arms Trade Treaty (ATT) and constitutes practical complicity in genocide. Moreover, the state-owned Korea National Oil Corporation (KNOC) is cooperating with Israel’s colonial rule and exploitation. KNOC’s subsidiary, Dana Petroleum, is involved in developing gas fields located in Palestine’s Exclusive Economic Zone. This act not only contradicts climate action but also infringes on Palestine’s right to self-determination over natural resources.
Friends of the Earth KFEM(Korean Federation for Environmental Movements) declares that there can be no climate justice without Palestinian liberation, and we make the following demands of the Israeli and South Korean governments :
- We condemn Israel’s inhumane crime of using starvation as a weapon and demand the immediate lifting of the blockade obstructing the delivery of humanitarian aid to Gaza.
- We call for the unconditional repatriation of all passengers aboard the Madleen and the immediate delivery of emergency relief supplies to Gaza.
- We support the freedom of the more than 10,400 Palestinians imprisoned in Israeli jails and the complete liberation of Palestine.
- We demand that the South Korean government immediately cease all complicity in Israel’s genocide.
