REPORT ABOUT ONE DAY NATIONAL SEMINAR ON OCCUPATIONAL SAFETY AND HEALTH ON 17th,January
2002 at LAHORE PAKISTAN

Pakistan Labour Federation (PLF) with the collaboration of Would Asian Worker
Organization held one day National seminar on occupational safety and health on 17th
January, 2002. The delegates from affiliates of PLF attended the seminar from all over
the Country .The seminar covered broad range of issues arrangements and needs to promote
occupational Safety and Health at Work place, improvement strategy agriculture industry,
problems of environment and chemical safety situation. And also covered New Challenges
and opportunities in the set up of Globalization.
Haji Muhammad Saeed Founder/Secretary General of PLF presided the seminar.
Muhammad Rafiq Qureshi Senior Vice President PNFTU and President of Pakistan Transport
Workers Federation Affiliated ITF London was the Chief Guest.
Haji Muhammad Saeed in his inaugural speech appreciating the role of the WAWO for their
support to organize this seminar on Occupational Safety and Health. He expressed concern
over the present situation of the safety standards in work place and demanded to ensure
maximum safety for the Workers. He was of the view that with their active participation
in the seminar the seminar will have fruitful discussions and will be able to enrich the
deliberations with their experience. He briefly introduced the Occupational Safety and
Health and described the objectives of the seminar and said that safe and health-working
environment is a fundamental human right. This right is an integral part of humanization
of work and basic requirement for the achievement of Social Justice He also discussed the
Occupational Safety and Health and demanded the Government to providing a Safety and
Health work environment to the workers. He said that Globalization is bringing radical
change in the World He said that Developing Countries are more effected than the
Developed Countries due to Globalization. He said that Globalization has changed and is
changing the lives of millions of workers and their basic rights have been deprived
Muhammad Yousaf Malik Chief Organizer PLF explained the contribution of Agriculture
sector in Pakistan engaging more that 70% of the total Labour Force. He referred to the
code of Intentional Labour standards which have been developed by the ILO in the form of
Conventions and Recommendation, though tripartite consultation and consensus covering the
subject Occupational Safety and Health. He discussed the ILO convention 155 and
emphasized to improve Safety Health and well being of the workers. He suggested to review
the current legislation and to entitle necessary programs for strengthening of the
institutional frame work in the country He demanded that education about Occupational
Safety and Health should start from the school level he also demanded to formulate a
comprehensive National policy on Occupational Safety and Health.
Muhammad Rafiq Qureshi senior Vice president PNFTU said that employer should introduce
Training facilities on Occupational Safety and Health at their own enterprises/
industries because it is in their own interest .He said that the present Occupational
Safety and Health Laws not meet the requirement of even the on the job hazards. He said
in order to achieve the objective, awareness amongst the worker is essential.
Mr Waheed Ahmad Advocate Legal Secretary/ Secretary Coordination WAWO and President Youth
Wing of PGAWU Affiliated UNI said that our workers are not well educated. We should
emphasize upon educational and motivational programmer for the workers. He said that WAWO
should play effective role in creating awareness on this issue. He also demanded a
comprehensive Nation policy on Occupational Safety and Health. He further said that WAWO
should establish a National Training Institute and for the smooth running of this
institute WAWO should request to ILO and other international Agencies for their possible
Assistance.
Molvi Muhammad Aslam president PLF and patron in Chief Railway Worker Union CBA (W) said
that in Pakistan the relationship between employers and worker is such that worker
grievances are not given any importance by the Employer .How progress be made on this
issue under this scenario. He said that partnership amongst Government, employer’s
worker is essential and Training on Occupational Safety and Health should be given top
priority. He emphasized that the workers in Agriculture sector may also be given right of
Trade Union.
Finally Haji Muhammad Saeed thanked the participants for their participation.
