Proposals by Korean NGOs to strengthen environmental cooperation.

1. Working to bring North Korea to the discussion table on environment cooperation.(동북
아 환경협력테이블에 북한 참여시킬 것, 경제발전위주의 환경정책실패를 피하기 위해)

The recent summit meeting between the leaders of North and South Korea indicate North
Korea now wants to engage more with other countries. We need to work with them and help
them to avoid the environmental problems that have been encountered by other countries
seeking to develop their economies.

2. Nuclear Power Plants

To oppose the use of nuclear power in Asia. The trend around the world, especially in
Europe, is to move away from nuclear power. However, in Asia there are plans to increase
reliance on nuclear power plants, with both Korea and Japan planning to export their
nuclear technology. Japan is endeavoring to export nuclear technology to Taiwan, Thailand
and other countries. There are 72 nuclear power plants scattered throughout China, Korea,
and Japan and 43 more we will are planned or under construction. NGOs urge governments to
develop renewable energy technologies and make Asia nuclear free. (핵발전소 아시아 확장 중

3. NGOs Participation in the Environmental Co-operation Networks(철새 및 동북아 환경협력
네트워크에 실질적인 NGO 참여 보장)

To ensure NGOs participate in East Asia environmental networks and regional forum such as
the crane network and the shore birds network. Up until now there has been no substantial
participation by NGOs in these networks.

4. Climate Change (기후변화. 일본은 기술과 재정지원을 중국에 하고 한국은 실질적인 이산화탄
소 감축안을 내놓을 것)

– To co-operate to reduce greenhouse gas emissions in Korea, Japan and China. As one of
the Kyoto Protocol’s annex 1 countries, Japan has tried to reduce its greenhouse gas
emissions. But Korea has not taken action to reduce its emissions of CO2 and other
greenhouse gases. China’s CO2 emissions are also steadily increasing. Limiting the growth
in China’s greenhouse emissions is critical if the effects of climate change are to be
controlled. Japan needs to provide technical and financial support to China, and Korea
needs to have an emissions reduction target. Establishing stable energy usage trends in
East Asian countries will help to prevent climate change. It will also help to prevent
trans-boundary air pollution.

– To campaign to exclude from the Clean Development Mechanism (CDM) large development
projects, such as dams and nuclear power plants, that are opposed by residents. (그리고

5. Working to establish a regional fund to tackle environmental problems in the region
such as desertification.(동북아환경보호기금 조성)
